Carbon evidence for UK public-sector & NHS suppliers
Need a Carbon Reduction Plan for your next tender?
Orbis helps UK public-sector and NHS suppliers prepare emissions data, Carbon Reduction Plans and tender-ready carbon evidence.
Send a short request and we'll come back to arrange a suitable time.
Measure. Report. Reduce. Technology-assisted preparation, reviewed by people.
Public-sector and NHS buyers are increasingly asking suppliers for credible emissions data, Carbon Reduction Plans and evidence of practical progress towards net zero. For many businesses, the problem is not willingness — it is knowing what information is required, how to calculate it, and how to present it clearly in a tender process.
Orbis helps make that process manageable.
Who this is for
Built for suppliers under procurement pressure
This service is designed for businesses that sell, or want to sell, into government, NHS, local authority, housing, education, infrastructure or other public-sector supply chains. Typical clients include:
If your customers are asking for carbon data, emissions reporting, social value evidence or a Carbon Reduction Plan, Orbis can help you respond properly.
The problem
Carbon questions are becoming part of the bid process
Many suppliers only discover the carbon requirement when they are already preparing a tender response. By that stage, there may be little time to gather energy, fuel, travel, waste and supply-chain information, calculate emissions, prepare a credible report and explain what reduction actions are already in place.
Orbis gives suppliers a clearer, evidence-based route.
Common problems
- No clear emissions baseline
- Uncertainty over Scope 1, Scope 2 and Scope 3 data
- Carbon Reduction Plans that are incomplete or out of date
- Tender teams relying on generic sustainability wording
- Difficulty proving practical reduction measures
- Uncertainty about how to present future commitments separately from progress already achieved
What Orbis does
Practical carbon reporting support for tenders and annual updates
We help you prepare the carbon evidence that buyers, procurement teams and tender evaluators increasingly expect. Our support can include:
- GHG emissions inventory and baseline
- Scope 1 and Scope 2 emissions measurement
- Relevant Scope 3 data support
- Carbon Reduction Plan preparation and updates, including PPN 006 where applicable
- Tender carbon evidence
- Practical carbon reduction and net zero action planning
- Annual emissions reporting and CRP reviews
- Supplier questionnaire support
- SECR reporting support where applicable
We can support an existing sustainability team, undertake a defined project, or provide an outsourced carbon reporting service. Our work follows a simple sequence:
The process
A clear process from data to tender-ready evidence
Review the requirement
We review the tender, buyer request, framework requirement or supplier questionnaire to understand what carbon evidence is needed.
Collect the data
We help identify the relevant energy, fuel, travel, fleet, waste and supply-chain data needed for your footprint.
Calculate & document emissions
We prepare a structured emissions baseline covering the relevant scopes and categories.
Prepare the report or Carbon Reduction Plan
We turn the data into a clear, professional document that can support tender submissions, buyer requests and annual updates.
Identify practical reductions
We recommend realistic reduction actions, focusing on measures that can be documented and tracked.
Support updates & next bids
We help keep your carbon evidence current so the next tender is easier, faster and more defensible.
What the report can include
What your Carbon Reduction Plan or emissions summary may include
Depending on your requirement, your report may include the elements opposite — structured so a procurement or bid team can pick it up and use it directly.

- 03Scope 2 purchased electricity emissionsScope 2
- 04Relevant Scope 3 categoriesScope 3

Why Orbis
Procurement-focused, practical and commercially realistic
Orbis is focused on helping suppliers produce carbon evidence that is clear, usable and commercially relevant. We understand that most SMEs and mid-market suppliers do not have large sustainability departments. They need practical help: what data to collect, what to report, how to structure the plan, and how to avoid unsupported claims. Our role is to help you move from vague sustainability language to documented, tender-ready carbon evidence. Technology and AI assist preparation; people review the calculations, assumptions and client-facing documents.
Practical
Focused on information you can actually gather and use.
Evidence-based
Built around documented emissions data and clear assumptions.
Tender-aware
Designed for supplier questionnaires, procurement requests and annual updates.
Accurate claims
Future commitments kept distinct from evidenced progress, without unsupported claims.

Enter your details and we will provide the checklist so you can assess whether your business has the basic information needed for a Carbon Reduction Plan, supplier emissions request or tender carbon response.
- See what energy, fuel, travel and waste data you'll need to gather.
- Understand which scopes are likely to be relevant to your bid.
- Check your readiness before the next tender deadline.
Frequently asked questions
Common questions from supplier teams
Do I definitely need a Carbon Reduction Plan?
It depends on the contract, buyer and procurement route. Some major public-sector and NHS procurements require formal carbon evidence, while other tenders include carbon reporting as part of social value or supplier evaluation. For in-scope central government contracts above £5m a year, PPN 006 sets out the Carbon Reduction Plan requirement. PPN 006 replaced PPN 06/21, which some buyers and older tender documents still reference. Other buyers, including NHS bodies and local authorities, may set their own requirements. Orbis can review the requirement and tell you what appears to be needed.
Can this be done remotely?
Yes. In many cases, the work can be completed remotely if you can provide the relevant energy, fuel, fleet, travel, waste and operational data.
How long does it take?
A straightforward emissions summary or Carbon Reduction Plan can often be prepared quickly once the required data is available. More complex organisations, multiple sites or incomplete data may take longer.
What information will we need to provide?
Typically: company details and the reporting period; electricity and gas bills or meter data; fuel and fleet records; business travel and mileage; waste contractor reports; relevant logistics or supply-chain information; and details of any reduction actions already in place. We provide a data request list, and where information is incomplete we agree how to estimate it and record the assumptions.
Can Orbis help update an existing Carbon Reduction Plan?
Yes. We can review an existing plan, identify gaps, refresh the emissions data and help prepare an updated version for future tenders or buyer requests.
Can Orbis help with Scope 3 emissions?
Yes. We can help identify the relevant Scope 3 categories for your requirement and support the collection and presentation of practical supplier, travel, waste and logistics data.
Get tender-ready
Prepare your carbon evidence before the next tender deadline
If you are bidding for public-sector, NHS, local authority or framework work, do not wait until the tender deadline to deal with carbon reporting. Send us a short request for a Carbon Tender Readiness Check and we will come back to arrange a suitable time to discuss what information you may need, what gaps you have, and what the next step should be.
